DCP Paramasivam was born, bred, and educated in Ipoh, Perak. In 1979, he graduated with B.A specializing in Psychology and a Diploma in Education. After a brief stint as a teacher, he was then posted to the Ministry of Health and hospital Bahagia as a Psychological Assessment officer testing on mental patients to assess their mental status.
To further enhance his skills, he was sent to the institute of neurology and neurological science, at Kuala Lumpur and subsequently to the department of psychiatry, Medical Faculty, and University Malaya. Here he gained further knowledge and skills in dealing with psychopathological behaviors of human beings. This knowledge and training subsequently assisted him tremendously in his police career later.
In 1982, he joined the Royal Malaysia Police (RMP) as a cadet assistant superintendent of police (ASP). His early years in rmp were spent in the criminal investigation department. (CID). Besides investigations, he was also involved in the effective planning and execution of raids, arrests and subsequent prosecution of offenders. It involved refined investigation techniques and skills coupled with intelligence gathering and analytical methods to include the deployment of live sources with the underworld.
In 2007, he was awarded the Darjah paduka Tuanku Jaafar (DPTJ) which carries the title, Dato, from his royal highness Yang Di Pertuan Besar of Negeri and subsequently, in 2011, he was again awarded another Dato ship title i.e. Darjah Indera Mahkota Pahang (DIMP) from his royal highness the sultan of Pahang.
He is married to Datin S. Selvalachumi @k Kili and they are blessed with a son and a daughter.Currently, he is the DEPUTY chief police officer of Perak, entrusted with the management of security for the whole state of Perak. On 2 August 2013, he was promoted to the rank of deputy commissioner of police (DCP).
